West Milwaukee is a small village packed tight between Milwaukee and West Allis, and much of it is older bungalows and two-flats on compact lots. In a two-flat, the basement belongs to everyone. The upstairs tenant keeps a washer there, the owner stores tools, and the furnace and water heater sit in the corner. When water gets in, it's everybody's problem at once, and when a block wall starts to bow, it holds up both units. Yards are small, so there's rarely room to dig.
